NHRC Directs NHAI to Take Action Within 8 Weeks on Complaint Filed by Asem Roshan Singh Regarding Dangerous Road Conditions on NH-137A, Manipur

Imphal, Manipur — 27 November 2025:
The National Human Rights Commission (NHRC) has issued a significant direction to the National Highways Authority of India (NHAI) following a detailed complaint filed by Asem Roshan Singh, resident of Mayang Imphal Thana Wangkhei Leikai, regarding the life-threatening condition of NH-137A and adjoining vital roads in Manipur.
The NHRC, after examining the complaint and supporting evidence—including geotagged photographs, CPGRAMS registration, and Speed Post proof—has transmitted the matter to the Chairman, NHAI for urgent and appropriate action. The Commission has mandated the authority to:
1. Take appropriate action within 8 weeks,
2. Associate the complainant during the process, and
3. Inform him of the action taken,
as per the official communication dated 27/11/2025 issued by NHRC’s Law Division.
The complaint highlights gross violation of Article 21 (Right to Life & Dignity) owing to the hazardous and neglected state of NH-137A, where deep potholes, eroded surfaces, and broken stretches have endangered commuters, disrupted emergency services, and hampered essential supply lines.
The complainant, Asem Roshan Singh, emphasized that despite earlier representations to the Ministry of Road Transport and Highways (MoRTH) through both CPGRAMS and Speed Post, no remedial action or update was provided, compelling him to seek NHRC intervention.
Speaking on the development, Asem Roshan Singh stated:
> “This is not just about roads. It is about human lives. NH-137A is a lifeline for thousands of citizens. I welcome the NHRC’s timely intervention and expect NHAI to act responsibly and without delay.”
The NHRC’s directive now places full responsibility on NHAI to ensure immediate remedial measures and uphold the constitutional and statutory duties relating to road safety and human rights.
