STATE GOVERNMENT ADOPTS NATIONAL ELV POLICY; OLD AND UNSAFE VEHICLES TO LOSE REGISTRATION IN MANIPUR.

The Government of Manipur has formally adopted the Central Government’s policy framework for End-of-Life Vehicles (ELVs), bringing the state’s transport regulations in line with national standards aimed at improving environmental safetypublic health, and roadworthiness.

According to a notification issued by the Secretariat of the Transport Department, under Section 65 of the Motor Vehicles Act, 1988, and in compliance with the Ministry of Road Transport and Highways (MoRTH) notifications dated September 23, 2021, ELVs include motor vehicles that:

• Are no longer validly registered,

• Have had their registration cancelled by authority or court order,

• Have failed mandatory fitness tests, or

• Have been declared irreparable by owners due to accidents, fire, natural calamities, or severe structural damage.

Under the new policy, all vehicles classified as ELVs will have their registration cancelled in accordance with Chapter IV of the Motor Vehicles Act, 1988.

Scrapping, dismantling to follow regulated procedures

Manipur will now implement a structured system for the collection, dismantling, and scrapping of ELVs through Authorised Vehicle Scrapping Facilities (AVSFs), as mandated by the Central Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021.

These facilities must follow strict environmental and safety standards to prevent pollution and ensure responsible disposal of automotive waste.

Flexibility for older vehicles

The state has also adopted provisions of the MoRTH Notification dated August 20, 2025, which allows the renewal of registrations of vehicles older than 15 or 20 years—but only if they:

• Pass the required fitness certification, and

• Have all applicable taxes and fees duly paid.

This provides an opportunity for owners of well-maintained older vehicles to continue operating them legally, subject to strict fitness compliance.

Notification takes immediate effect

The new rules come into force immediately from their publication in the Manipur Extraordinary Gazette, and they supersede all previous ELV-related directives issued by the state.
