ECI Initiates Electoral Roll Revision for Tadubi Seat Ahead of Manipur By-Poll

The Election Commission of India (ECI) has ordered a Special Summary Revision (SSR) of the electoral roll for the 49-Tadubi (ST) Assembly constituency in Manipur, setting January 1, 2026, as the qualifying date for voter eligibility. Officials said the exercise is an essential preparatory step for conducting the pending by-election.

The Tadubi seat, located in Senapati district, has remained vacant since January 18, 2025, following the death of National People’s Party MLA N Kayisii after a prolonged illness. The constituency is reserved for Scheduled Tribes.

Acting on the ECI’s directive, the Chief Electoral Officer (CEO) of Manipur has issued the detailed schedule for the revision under Section 21 of the Representation of the People Act, 1950. The announcement comes soon after the revocation of President’s Rule in the state and just ahead of the swearing-in of Yumnam Khemchand Singh as Manipur’s Chief Minister on February 4, 2026.

As per the notified programme, the integrated draft electoral roll will be released on February 9. Voters will be able to submit claims and objections until February 25, while the scrutiny and disposal of these submissions will be completed by March 6. The final electoral roll is scheduled to be published on March 10.

The revision exercise is aimed at ensuring that all eligible Indian citizens aged 18 years and above as of the qualifying date, who are ordinarily resident in the constituency and not disqualified under law, are correctly included in the roll.

Officials said the process will be closely monitored by the Chief Electoral Officer, in coordination with District Election Officers (DEOs) and Electoral Registration Officers (EROs), to ensure transparency, accuracy and adherence to statutory guidelines.
