Manipur MIND Project Pushes Digital Infrastructure and E-Governance Expansion
The Manipur government is speeding up the implementation of the Manipur Infotech Enabled Development (MIND) Project, a $57.5 million initiative focused on expanding digital infrastructure, strengthening e-governance and creating technology-based employment opportunities.
The project is supported by a $46 million IBRD loan from the World Bank, approved in July 2023, and is being implemented through Cyber Corporation Manipur Limited (CCML).
Chief Minister Yumnam Khemchand Singh held a high-level meeting with a World Bank MIND Project delegation at the Secretariat on September 23. The delegation included Information Technology Director Robert Sharma and Senior Digital and AI Specialist Arun Sharma.
The meeting reviewed the implementation of the project across Manipur. The initiative aims to improve digital skills, expand broadband connectivity, strengthen digital governance, encourage entrepreneurship and promote sustainable green infrastructure.
A major component is the Manipur IT Special Economic Zone (IT-SEZ) at Mantripukhri, Imphal, covering 10.85 hectares. It will have five IT buildings in the Processing Zone, covering around 8.76 lakh square feet, along with skilling centres, a hotel, multispecialty hospital and residential and recreational facilities in the Non-Processing Zone.
The MIND Project also includes a Green State Data Centre (GSDC) for secure and sustainable digital services and a Manipur Cybersecurity Operations Centre (MCSOC) to protect government digital infrastructure.
The Department of Information Technology has also moved forward with selecting a Project Management Consultancy (PMC) and conducting initial market engagement for the GSDC and MCSOC infrastructure.
State-level reviews during 2026 have continued to focus on the project’s implementation, with the government aiming to strengthen Manipur’s digital ecosystem and technology sector.
