Manipur Assembly Passes Appropriation Bill; CM Updates House on Electoral Roll

The Manipur Legislative Assembly on Wednesday passed the Manipur Appropriation (No. 1) Bill, 2026, enabling the state government to utilise funds approved in the Budget for governance and development activities. During the session, Chief Minister Yumnam Khemchand Singh also briefed the House on steps being taken to update the state’s electoral rolls.

The Chief Minister informed the Assembly that the state government has already communicated with the Election Commission of India (ECI) regarding the Special Intensive Revision (SIR) of the electoral roll. The revision process aims to ensure that all eligible citizens are included as voters while removing ineligible names from the list.

Electoral Roll Revision and Census Process

Replying to questions raised by the Leader of the Opposition and Wangkhem Assembly Constituency MLAK. Meghachandra Singh, the Chief Minister explained that the census process will begin only after the completion of the house listing exercise and the Special Intensive Revision of the electoral rolls.

He further clarified that the census is conducted under the supervision of the Registrar General of India, which is responsible for implementing and managing the nationwide population enumeration process.

The government emphasised that the revision of electoral rolls is a critical step to maintain transparency and accuracy in the electoral system, ensuring that the democratic process remains fair and credible.

Measures to Check Illegal Immigration

During the Assembly discussion, Manipur Home Minister Konthoujam Govindas Singh addressed a cut motion regarding illegal immigration in the state.

The Home Minister informed the House that the government has constituted special committees to monitor and prevent illegal immigration into Manipur. According to him, several security measures are currently underway, including:

Enhanced deployment of security forces in sensitive areas

Regular flag marches to maintain law and order

Increased surveillance along vulnerable zones

Area domination operations in border regions to prevent illegal drug smuggling

He added that these measures are part of a broader effort to strengthen border security and maintain stability in the state.

Vacancies in Arts and Culture Department

Responding to questions raised in the House regarding vacancies in the Arts and Culture Department, Minister Khuraijam Loken Singh stated that the government plans to fill the vacant posts after consultations with the Chief Minister.

The department plays an important role in preserving Manipur’s cultural heritage, traditional art forms, and historical legacy, and filling the vacancies is expected to improve administrative efficiency.

Passage of the Appropriation Bill

Following discussions and deliberations, the Assembly passed the Manipur Appropriation (No. 1) Bill, 2026, which authorises the government to withdraw funds from the state treasury to meet expenditures approved under various Demands for Grants.

After the session, Chief Minister Yumnam Khemchand Singh shared a message on his social media platform X, expressing satisfaction over the development.

He wrote that it was a “pleasure to consider and pass the Manipur Appropriation (No. 1) Bill, 2026” during the third sitting of the seventh session of the 12th Manipur Legislative Assembly.

Focus on Governance and Development

The Chief Minister also expressed gratitude to the Members of the Assembly who participated in the discussions, both physically and through virtual conference, for their constructive contributions.

According to him, the passage of the Appropriation Bill will ensure adequate financial provisions for governance, development programmes, and welfare initiatives across the state.

He further noted that the approved budget allocations would help the government advance its vision of building a “Vikshit Manipur” (Developed Manipur) in line with Prime Minister Narendra Modi’s broader goal of “Vikshit Bharat” (Developed India).

Strengthening Democratic and Administrative Processes

The Assembly proceedings highlighted the government’s efforts to strengthen democratic processes, improve administrative efficiency, and address key concerns such as illegal immigration and electoral transparency.

With the passage of the Appropriation Bill and ongoing policy discussions, the Manipur government aims to enhance governance mechanisms while ensuring development and stability across the state.
