Manipur Governor Allocates Portfolios to State Cabinet Ministers

Governor Ajay Kumar Bhalla has allocated portfolios to members of the Manipur State Cabinet on the advice of Chief Minister Yumnam Khemchand, according to an official order issued from Raj Bhavan.

The allocation formalises the distribution of key departments among senior ministers, setting the administrative framework for governance in the state.

Key Portfolio Allocations

Govindas Konthoujam has been assigned the Home Department and Youth Affairs & Sports (YAS).

The Home Department oversees law and order, internal security, and coordination with police and paramilitary forces, while YAS focuses on sports development and youth engagement initiatives.

Khuraijam Loken has been allotted the Arts and Culture and Tourism departments.

These portfolios are crucial for preserving Manipur’s rich cultural heritage and promoting the state as a tourism destination.

Deputy Chief Ministers’ Responsibilities

Nemcha Kipgen, Deputy Chief Minister, will handle:

Rural Development and Panchayati Raj

Tribal Affairs and Hills

These departments are central to grassroots governance, infrastructure development in rural areas, and addressing the concerns of tribal and hill communities.

Losii Dikho, Deputy Chief Minister, has been given charge of:

Forest

Environment and Climate Change

These sectors are particularly significant for Manipur, given its ecological diversity and environmental challenges.

Chief Minister to Oversee Unallocated Portfolios

The official order further states that Chief Minister Yumnam Khemchand will oversee any departments not specifically allocated to other ministers. This ensures continuity in administration and flexibility in governance.

Significance of the Allocation

The distribution of portfolios reflects strategic prioritisation of governance areas, including:

• Strengthening internal security and youth development

• Boosting tourism and cultural promotion

• Enhancing rural infrastructure and local governance

• Addressing environmental sustainability

The new portfolio allocation is expected to streamline decision-making and accelerate implementation of development initiatives across the state.
