Manipur Launches “CMIS Employee Corner” App & DMIS Website

The Governor of Manipur, Ajay Kumar Bhalla, launched the CMIS Employee Corner web and mobile application and the official Directorate of Management Information System (DMIS) website at Raj Bhawan, Imphal on August 22, 2025. The Employee Corner (available at https://employee.man.nic.in and as a mobile app) lets state government employees securely access payslips, annual salary statements, service history and other personal records through the Central Management Information System (CMIS). The DMIS website (https://dmis.mn.gov.in) will serve as the directorate’s digital gateway for initiatives, resources and e-governance services.

Why this launch matters?

Cabinet being available on your phone, anytime, wherever you are. That’s essentially what Manipur’s government has begun to build for its employees with the CMIS Employee Corner and the new DMIS portal. It’s not just a shiny app; it’s a move toward cutting paper, speeding up processes, and giving employees control over their own service data. And for a public system, that’s huge.

Why should you care beyond curiosity? Because digital tools like this change how government works — they reshape administrative friction, influence transparency, and alter the daily rhythm of tens of thousands of employees. If implemented well, they can reduce delays in salary clarifications, make audits faster, and ease the burden on administrative officers who currently handle repetitive paperwork. If implemented poorly, they can frustrate users and widen a digital gap. So it’s worth unpacking what was launched, how it works, and what it promises — honestly and practically.

What was launched, exactly — the facts

On August 22, 2025, at Raj Bhawan in Imphal, Governor Ajay Kumar Bhalla inaugurated:

  • The CMIS Employee Corner — a Government-to-Employee (G2E) web portal and mobile app that connects Manipur state employees to the Central Management Information System (CMIS), enabling access to payslips, annual salary statements, service history, and other personal records. The portal is reachable at https://employee.man.nic.in and the mobile app is listed on Google Play. Google Play
  • The official website of the Directorate of Management Information System (DMIS)https://dmis.mn.gov.in — intended to be the directorate’s digital hub for publishing activities, services, resources, and updates on digital governance initiatives in the state.

Senior officials including the Chief Secretary and senior finance and MIS officers attended the ceremony — a signal that this project has administrative backing at the highest levels.

CMIS and DMIS — what those acronyms mean and why they matter

  • CMIS (Central Management Information System): An integrated personnel management and payroll system that stores employee service records, salary data, and related HR information for the state government. CMIS has replaced older, paper-heavy HR systems and acts as the canonical source for employee data. The Employee Corner is effectively a user-facing layer over this system.
  • DMIS (Directorate of Management Information System): The directorate responsible for managing MIS initiatives, digital infrastructure and e-governance projects for the state. The new DMIS website will publish updates, services and act as a central point for digital governance resources.

Put simply: DMIS runs the data projects; CMIS stores the HR/payroll data; Employee Corner gives employees the keys to their own records. That flow — Directorate → CMS → Employee Portal — matters because it defines where data is managed, how it’s accessed, and who is responsible when things go wrong.

FAQs

1) Who can use the CMIS Employee Corner app?
Regular state government employees of Manipur who have an Employee Identification Number (EIN) and required verification details can register and use the app to access payslips, service history, and related documents.

2) Where can I download the app and portal?
The portal is at https://employee.man.nic.in and the Android app is listed on Google Play as CMIS Employee Corner developed by the National Informatics Centre (NIC).

3) Is my personal data safe on the app?
The CMIS Employee Corner privacy policy states that data is accessed only by authorized government officials, communicated over secure channels, and will not be shared with commercial parties. However, employees should look for future transparency reports and independent security audits for stronger assurance.

4) I found an error in my salary record — what should I do?
First, document the discrepancy (screenshot/download from the portal), then contact your department’s DDO or the DMIS helpdesk. The app’s support contact and the Directorate’s email (e.g., mis-directorate@manipur.gov.in) are published in app/store listings and on the privacy page.

5) Will digital payslips be accepted for official purposes?
Most states officially recognize digital payslips when they originate from the authorized payroll system. Watch for an official circular from the Finance Department or DMIS that clarifies the legal status of digital payslips for loan, visa, and transfer processes. Meanwhile, download signed PDF payslips from the portal for official use.
