Manipur State Assembly Passes ₹67,10 Crore Budget Plan for 2026–27

The Manipur Legislative Assembly on Friday approved a budget allocation of ₹67,10,88,32,000 for the financial year 2026–27, following detailed discussions and voting on multiple departmental expenditures during the seventh session of the 12th Manipur Legislative Assembly.

The budget approval took place on the fifth day of the Assembly session, where members deliberated on 10 Demands for Grants covering various key government departments. The approved amount will meet the state’s expenditure requirements for the fiscal year ending March 31, 2027.

Leader of the House and Chief Minister Yumnam Khemchand Singh presented the demands in the Assembly and placed them before the House for approval.

Key Departments Covered in the Budget

The 10 Demands for Grants included allocations for several important sectors of governance and development, such as:

• Transport

• Labour and Employment

• Tribal Affairs and Hills Development

• Environment and Forest

• Community and Rural Development

• Planning

• Rehabilitation

• State Academy of Training

• Minority and Other Backward Classes & Scheduled Castes Development

• Information Technology

These departments play a critical role in implementing government policies, delivering public services, and promoting development across Manipur.

Major Budget Allocations

Among the various departments, some of the largest allocations approved by the Assembly include:

Demand No. 6 – Transport: ₹45,89,39,000

Demand No. 13 – Labour and Employment: ₹38,87,96,000

Demand No. 14 – Tribal Affairs & Hills Development: ₹1,035,37,36,000

Demand No. 19 – Environment and Forest: ₹819,15,34,000

Demand No. 20 – Community and Rural Development: ₹1,403,93,64,000

Demand No. 30 – Planning: ₹2,413,86,95,000

Demand No. 34 – Rehabilitation: ₹747,78,92,000

Demand No. 42 – State Academy of Training: ₹12,05,01,000

Demand No. 47 – Minority, OBC & SC Development: ₹115,95,49,000

Demand No. 50 – Information Technology: ₹77,98,26,000

These allocations are aimed at strengthening infrastructure development, rural welfare, environmental protection, social welfare programmes, and administrative capacity building.

Manipur Records Low Inflation Rate

During the Assembly proceedings, Chief Minister Yumnam Khemchand Singh also responded to a question raised by MLA Surjakumar Okram regarding the state’s inflation rate.

The Chief Minister informed the House that Manipur’s inflation rate has declined compared to previous years. According to him:

• Manipur recorded the lowest inflation rate in India in January 2026

• The state had the second-lowest inflation rate in February 2026

He stated that the government is implementing measures to maintain economic stability and improve financial circulation in the state.

Steps to Improve Financial Flow

The Chief Minister also highlighted that the government is working to ensure timely disbursement of salaries and pensions to government employees and retirees.

He said that prompt payments would help increase financial flow within the state economy, benefiting businesses and households alike.

Discussion on Income Tax Exemption

During the session, a supplementary question was raised regarding a 10-month Income Tax exemption for business owners. Responding to the query, the Chief Minister clarified that income tax matters fall under the jurisdiction of the Union Government.

However, he assured the Assembly that the state government would examine the issue and explore possible measures to support businesses.

Die-in-Harness Scheme and Vacancies

MLA Surjakumar Okram also asked about the implementation of the “Die-in-Harness” scheme, which provides government employment to eligible family members of deceased government employees.

In response, the Chief Minister stated that the government would take necessary steps to fill vacant posts at the earliest and also consider the appointment of nodal officers in each department to streamline the process.

Assembly Adjourned

Following the discussions and approval of the budget demands, the Assembly proceedings were adjourned until 11:00 a.m. on March 16, 2026.

The ongoing budget session continues to focus on financial planning, development priorities, and governance reforms as the Manipur government works toward strengthening economic stability and public service delivery in the state.
