World Bank Flags Slow Progress in Manipur Digital Project, Rates It ‘Moderately Unsatisfactory’

The World Bank has raised concerns over delays in the Manipur Infotech eNabled Development Project, rating its implementation as “moderately unsatisfactory.” The project is a key initiative aimed at boosting digital infrastructure and skills across Manipur.

Key Concerns Highlighted

According to the latest Implementation Status & Results Report (April 17):

  • The project was approved in July 2023 but became operational only in June 2025, causing major delays
  • Progress on core targets remains negligible, with several indicators still at zero
  • Both implementation progress and development objectives continue to be rated “moderately unsatisfactory”
  • The overall risk level remains “substantial”, despite slight improvement

Targets Yet to Take Off

The MIND project aims to:

  • Provide digital skills training to youth, women, and micro-entrepreneurs
  • Expand broadband access to around 2.5 lakh people by 2028
  • Enable 70 government services through a centralised digital system

However, due to delays:

  • No measurable outcomes have been recorded so far in employment or connectivity expansion

Financial Progress Lags Behind

  • Total project outlay: $46 million
  • Funds disbursed so far: $0.12 million (just 0.26%)

This highlights a significant gap between planning and actual execution.

Focus Shifts to Infrastructure

Authorities are now prioritising foundational systems, including:

  • state-of-the-art data centre
  • cybersecurity centre

These are currently in the procurement stage and are expected to support future digital services, especially in remote hill districts.

Implementation Support

The World Bank is working with the implementing agency, Cyber Corporation of Manipur Limited, to speed up progress through:

  • Skill development initiatives
  • Startup incubation support
  • Expansion of digital infrastructure

Timeline

  • Project deadline: September 2028

While the project holds significant potential to transform digital access and governance in Manipur, the slow start underscores the need for urgent acceleration in execution to meet its ambitious goals.
