Case Registered Against KLA-L for Alleged Threat Linked to CM Visit
A formal complaint has been lodged with the Director General of Police (DGP), Manipur, against the militant outfit Kuki Liberation Army–Letkholun (KLA-L) following its strong opposition to the proposed visit of Manipur Chief Minister Yumnam Khemchand Singh to Kuki-Zo inhabited areas on May 15, 2026.
Following the warning issued by the outfit, the Chief Minister postponed his scheduled visit to Churachandpur, a district predominantly inhabited by Kuki-Zo-Hmar communities.
The complaint was filed by Mayanglambam Bobby Meetei, who alleged that the statement issued by the KLA-L described an entire community as the “enemy,” thereby promoting hatred and hostility between the Meitei and Kuki communities. According to the complaint, such remarks threaten public peace, communal harmony, and the secular fabric of the country.
The complainant urged the DGP to direct the concerned police station to register an FIR under Sections 196 and 197 of the Bharatiya Nyaya Sanhita (BNS) against office bearers and members of the KLA-L. The complaint also sought an investigation into the matter and requested authorities to prevent the spread of hate speech and avert any possible communal violence.
The KLA-L had issued a statement on May 13 strongly opposing the Chief Minister’s proposed visit to the region, warning that any attempt to enter the area could further escalate tensions. In its press release, the outfit claimed that the divide between Meitei-majority areas and Kuki-Zo regions had become “absolute” following the ethnic violence that broke out in Manipur in May 2023.
The group also warned against crossing buffer zones maintained by security forces and stated that any unrest resulting from the proposed visit would be the responsibility of the Chief Minister and the Government of India.
“We seek peace, but we will not allow our borders to be trampled upon,” the statement reportedly said.
