Manipur: LPG Black-Market Prices Surge Amid New e-KYC Refill Rules

Domestic LPG cylinder prices in the black market have reportedly surged to as high as Rs 2,700 across several valley districts of Manipur following the implementation of mandatory e-KYC verification and online booking procedures for LPG refills.

The rise in prices has also been linked to growing public concern over possible supply disruptions amid escalating tensions in West Asia involving Iran and the United States, triggering panic buying and alleged hoarding of LPG cylinders in parts of the state.

Under new guidelines introduced by the Ministry of Petroleum and Natural Gas and implemented in Manipur from March 9, consumers must:

  • Complete e-KYC verification
  • Book LPG refills online
  • Use their registered mobile numbers to receive a Delivery Authentication Code (DAC)

Officials said the system was introduced to streamline distribution and prevent delivery irregularities. However, many consumers reportedly face difficulties completing the digital verification process.

According to reports, the number of active LPG consumers has dropped sharply from nearly six lakh to around three lakh following the rollout of the new system.

Despite stricter regulations, shortages and black-market activities continue to persist. Authorities suspect that illegal resale and diversion of domestic cylinders may be occurring through:

  • Unauthorised diversion of LPG refills
  • Resale of subsidised domestic cylinders after delivery
  • Irregularities within sections of the distribution network

Consumers have also been advised not to share their DAC numbers with others, as misuse could compromise authorised delivery procedures.

Meanwhile, concerns continue to grow among residents over availability and affordability of cooking gas, especially as transportation disruptions and ongoing unrest in the state affect the supply chain.
