Manipur Faces Over Rs 1,200 Crore GST Revenue Deficit Amid Prolonged Unrest
IMPHAL, October 10, 2026: Manipur has recorded a Goods and Services Tax (GST) revenue deficit of more than Rs 1,200 crore between 2023 and 2026, as prolonged ethnic conflict, frequent bandhs and economic blockades disrupted business activities across the state.
The revenue shortfall was discussed at the 57th GST Council meeting held at Bharat Mandapam in New Delhi on Thursday. Union Finance Minister Nirmala Sitharaman chaired the meeting, which was attended by Manipur Deputy Chief Minister Nemcha Kipgen.
Official data indicated a significant slowdown in the state’s GST growth following the outbreak of unrest. While Manipur recorded strong growth in FY 2018-19 and FY 2019-20, the growth rate dropped to 8.9% in FY 2023-24, with total GST collections standing at approximately Rs 670 crore.
GST registrations increased by 50%, rising from 6,006 in July 2024 to 9,044 by mid-2025. Despite this increase, post-settlement State GST (SGST) collections declined by 13%, reflecting reduced commercial activity and delays in tax filings. By early 2026, monthly GST collections stood at around Rs 126 crore.
The Council also discussed reforms aimed at resolving tax disputes, streamlining input tax credit procedures and reducing compliance costs for taxpayers.
During the meeting, Deputy Chief Minister Nemcha Kipgen stressed the need for cooperation between the Centre and state governments to establish a transparent, efficient and taxpayer-friendly tax system.
She reaffirmed the Manipur government’s commitment to safeguarding the economic interests of the people, highlighting the importance of coordinated efforts to support businesses, strengthen governance and revive economic activity in the state.
