Manipur: Naga Students’ Union Delhi Seeks NIA Probe, Review of Kuki SoO Pact

The Naga Students’ Union Delhi (NSUD) has submitted a nine-point charter of demands to the Central and Manipur governments, seeking an independent, time-bound NIA investigation into violence against Naga civilians since 2023.

At a press conference at the Press Club of India, the union demanded an immediate review of the Suspension of Operations (SoO) agreement with Kuki armed groups, calling for its termination if violations of ground rules are established.

According to a dossier submitted by the NSUD, violence along the Imphal–Tamenglong road between May 13 and October 14, 2026, claimed 17 Naga civilian lives, injured 10 people and involved 18 abductions. More than 100 houses and churches were reportedly destroyed.

The union also urged authorities to expedite the forensic identification and release of six men whose bodies remain at the Jawaharlal Nehru Institute of Medical Sciences (JNIMS) mortuary in Imphal. The men were among 18 people abducted from the Leilon Vaiphei area on May 13.

Other demands include an independent inquiry into the May 13 ambush of Thadou church workers, additional security deployment in vulnerable Naga villages, safe passage along National Highway 202, and compensation and housing for displaced families.

The NSUD also called for an impartial review of a potential conflict of interest involving Deputy Chief Minister Nemcha Kipgen, action against illegal poppy cultivation allegedly funding armed groups, measures against disinformation, and access for independent human rights monitoring teams.
