Manipur: Cabinet Clears Unified Pension Scheme, Extends Gratuity Benefits to Government Employees

The Manipur Cabinet, led by Chief Minister Yumnam Khemchand Singh, on Thursday approved the introduction of the Unified Pension Scheme (UPS) for state government employees appointed from January 1, 2005, onwards. The Cabinet also decided to extend gratuity benefits to employees covered under the National Pension System (NPS).

As per the Manipur Civil Services Rules, 2026, which will be applicable retrospectively from April 1, 2026, eligible employees will be allowed to opt for an assured pension instead of continuing with the market-linked NPS. Government employees completing 25 years of qualifying service will receive a full assured monthly pension, while those with 20 years of service will be entitled to proportionate pension benefits and a lump-sum payment.

According to the approved arrangement, employees will contribute 10 per cent of their basic salary and Dearness Allowance (DA), while the state government will make an 18.5 per cent contribution. The last date for submitting their choice under the scheme has been fixed as December 31, 2026.

The Cabinet also cleared the Manipur Payment of Gratuity Rules, 2026, which will provide retirement and death gratuity benefits to NPS employees appointed after January 1, 2005. The provisions will be applicable to beneficiaries covered under both the NPS and UPS.

Additionally, the Cabinet approved the allocation of nearly four acres of government land at Wabagai to the Directorate of Education for setting up a Kendriya Vidyalaya. Once established, it will become the first Kendriya Vidyalaya in Kakching district, which was formed in 2016.

The approvals were granted during a Cabinet meeting held on Thursday at the Secretariat in Mantripukhri. Chief Minister Yumnam Khemchand Singh said through a social media post that the meeting also discussed ongoing development works and public welfare programmes.

Deputy Chief Minister Nemcha Kipgen participated through video conferencing, while Deputy Chief Minister Losii Dikho, Home Minister Govindas Konthoujam and Art and Culture Minister Kh. Loken Singh attended in person. Chief Secretary Rajeev Singh Thakur and other senior administrative and departmental officials were also present.
