Supreme Court of India Orders Fresh Forensic Probe of Audio Linked to N. Biren Singh

New Delhi: The Supreme Court of India has ordered a fresh forensic examination of an audio recording allegedly linked to former Manipur Chief Minister N. Biren Singh, in connection with the 2023 ethnic violence in Manipur.

What the Court Directed

A bench comprising Justices Sanjay Kumar and K. Vinod Chandran instructed:

  • fresh forensic analysis of the full audio recording
  • Voice comparison tests with verified samples
  • Examination of whether the audio has been:
    • Edited
    • Tampered with
    • Manipulated

The task has been assigned to the National Forensic Sciences University (NFSU) in Gujarat.

Evidence Handling

  • pen drive containing the complete recording (over 2 hours long) will be treated as the primary copy
  • The court directed that:
    • The device be shared with all parties
    • It be sent to NFSU for detailed forensic review

Background of the Case

  • The petition was filed by the Kuki Organisation for Human Rights Trust (KOHUR)
  • Senior advocate Prashant Bhushan informed the court that the full 2-hour-36-minute recording had been extracted from the original source

The case relates to allegations that the audio clip may link Singh to events during the ethnic conflict that erupted in May 2023.

Earlier Developments

  • On January 7, the court had already ordered analysis of a 48-minute clip
  • The bench later expressed concern that only partial recordings were submitted initially
  • It directed that all related audio clips be examined together

Previously, NFSU indicated that:

  • Some versions of the audio showed signs of possible manipulation
  • These versions were not suitable for reliable voice analysis

However, the petitioner cited independent expert opinion suggesting at least one version may be authentic.

Context: Manipur Violence

  • The conflict began in May 2023 between Meitei and Kuki communities
  • Over 260 people were killed
  • Thousands were displaced across the state

The allegations against N. Biren Singh are part of broader legal scrutiny into the causes and handling of the violence.

Current Status

  • The matter is still under consideration by the Supreme Court
  • The forensic report will be submitted in a sealed cover
  • Findings are expected to play a crucial role in determining the authenticity and evidentiary value of the audio

Notably, N. Biren Singh resigned on February 9, and the case continues to remain unresolved as investigations proceed.

Why This Matters

The court’s decision to order a fresh forensic probe underscores the importance of:

  • Credible digital evidence
  • Transparency in high-stakes cases
  • Ensuring accountability in matters linked to large-scale violence

The outcome of the forensic analysis could significantly influence the direction of the ongoing legal proceedings.
