Bishnupur SP Urges Public to Report Explicit Videos, Warns Telegram and WhatsApp Operators
Imphal, October 13, 2026: Bishnupur Superintendent of Police Ksh Ravikumar has urged the public to report sexually explicit videos circulating on social media instead of forwarding them, as Manipur Police continue investigating the alleged racket involving the circulation and monetisation of non-consensual intimate images of Manipuri women.
Speaking after the arrests made under Operation Dignity, the SP called for zero tolerance towards the sharing of such content and encouraged people to report it immediately to help authorities remove it from online platforms.
He reassured victims that they were not responsible for the incident and urged them to come forward without delay. He said prompt reporting would help police take swift action and prevent further circulation of the material.
The SP also appealed to parents and guardians to monitor young people’s mobile phone and internet usage while maintaining open communication to understand their online activities and provide appropriate guidance.
Warning operators of WhatsApp groups and Telegram channels involved in circulating such content, Ravikumar said they should not believe that they could escape identification by hiding behind the internet. He stated that tracing those responsible might take time but police would continue efforts to identify channel administrators and others involved.
Manipur Police recently arrested 13 individuals, including one Child in Conflict with Law, in connection with the alleged circulation, trading and monetisation of non-consensual explicit photographs and videos, including Child Sexual Abuse Material (CSAM).
According to the information provided, some groups reportedly charged between ₹150 and ₹500 through UPI for access to private groups. Police have identified more than 150 channels and neutralised 38 of them so far.
During the operation, police seized 14 mobile phones and one laptop. The investigation is continuing to trace the wider network, examine financial transactions and identify additional victims.
The case was registered at Moirang Police Station under relevant provisions of the Information Technology Act, the Protection of Children from Sexual Offences (POCSO) Act and the Bharatiya Nyaya Sanhita (BNS).
