Manipur Govt Donates Rs 1 Crore for Assam Flood Relief; Centre Awaits SASCI Proposal
Imphal/Guwahati: Manipur Chief Minister Yumnam Khemchand Singh, along with people from the state, has extended financial assistance of Rs 1 crore towards flood relief operations in Assam. At the same time, the Union Finance Ministry has clarified that it is yet to receive a formal proposal from the Manipur government for the release of the second instalment under the Special Assistance to States for Capital Expenditure/Investment (SASCI) scheme for 2025-26.
Manipur Extends Financial Support to Assam
Chief Minister Yumnam Khemchand Singh contributed Rs 1 crore to the Assam Chief Minister’s Relief Fund to support relief and response measures following the devastating floods in Assam.
Assam Chief Minister Himanta Biswa Sarma thanked the Manipur government and its people for the contribution.
In a post on X on Tuesday, Sarma expressed appreciation for the “generous contribution” made by the Manipur Chief Minister and the people of the neighbouring state towards Assam’s ongoing flood response.
The assistance comes as authorities in Assam continue relief operations in areas affected by flooding.
Centre Says No SASCI Proposal Received Yet
Meanwhile, the Union Finance Ministry has stated that it has not received a formal proposal from the Manipur government for the second instalment of SASCI funds for 2025-26.
The information was provided by Minister of State for Finance Pankaj Chaudhary through a written reply in the Lok Sabha.
The response followed an unstarred question raised by Angomcha Bimol Akoijam concerning special financial assistance for Manipur amid the state’s continuing economic and humanitarian difficulties.
Rs 700 Crore Allocated for 105 Capital Projects
The Finance Ministry said that an additional Rs 700 crore was allocated to Manipur for 105 capital projects under SASCI during 2025-26.
Of the total allocation, Rs 310.66 crore was released as the first instalment.
The Centre clarified that the release of subsequent instalments depends on the submission of the necessary proposals and utilisation reports by the state government.
Therefore, further financial assistance under the allocation will be processed after the required documents and proposals are submitted by Manipur.
SASCI Allocation Raised to Rs 2 Lakh Crore
The SASCI scheme remains operational during the current financial year, with the total national allocation increased to Rs 2 lakh crore.
For 2026-27, the Centre has also introduced a dedicated sub-scheme called “Pride of Hills”, carrying an overall allocation of Rs 25,000 crore for hill states.
Manipur has been allocated Rs 2,400 crore under the new initiative.
The amount is separate from the regular Part-I allocations available to states under the SASCI framework.
Manipur Gets Nearly Rs 3,870 Crore Under SASCI
The cumulative central assistance released to Manipur under SASCI reached Rs 3,869.74 crorebetween 2020-21 and August 5, 2026.
The year-wise figures provided by the Centre are:
- 2020-21: Rs 317.16 crore
- 2021-22: Rs 212.85 crore
- 2022-23: Rs 467.22 crore
- 2023-24: Rs 542.70 crore
- 2024-25: Rs 1,436.82 crore
- 2025-26: Rs 871.55 crore
- 2026-27: Rs 21.44 crore as of August 5
These funds form part of the Centre’s broader support for capital investment and infrastructure development in the state.
Further Release Linked to Utilisation Reports
The Finance Ministry has emphasised that additional SASCI funds are released subject to the submission of proposals and utilisation reports by the concerned state government.
For Manipur, the lack of a formal proposal for the second instalment means the next stage of fund release remains dependent on the state submitting the required documentation.
The matter is significant given Manipur’s ongoing economic and humanitarian challenges and the need for continued investment in infrastructure and capital projects.
Centre’s Broader Financial Support to States
Apart from SASCI, states receive financial assistance through several channels, including Finance Commission transfers, central sector schemes, centrally sponsored schemes and externally aided projects.
The financial requirements and overall fiscal position of states are reviewed by the Finance Commission, which is constituted once every five years.
The 16th Finance Commission has retained the states’ share of tax devolution at 41 per cent, continuing the existing devolution framework with the required structural adjustments.
The latest developments therefore highlight two parallel issues: Manipur’s contribution towards Assam’s flood relief efforts and the pending procedural requirements for the release of additional capital expenditure assistance to the state.
