Manipur: ₹424 Crore Approved for Relief Camps, ₹523 Crore for IDP Rehabilitation

Imphal: The Union Home Ministry has approved major financial assistance to support people affected by the ongoing conflict in Manipur, allocating:

  • Rs 424.36 crore for the maintenance and functioning of relief camps
  • Rs 523 crore for the rehabilitation of internally displaced persons (IDPs)

The details emerged through an RTI response cited by the state Home Department.

Scale of Displacement and Relief Efforts

Official data highlights the severity of the crisis:

  • 58,881 people displaced between May 3, 2023 and March 30, 2026
  • 174 relief camps operational as of March 10, 2026
  • Around 3,000 prefabricated houses constructed by Manipur Police Housing Corporation Limited for temporary shelter

At the peak of the violence, over 300 temporary shelters were set up across hill and valley regions, housing nearly 60,000 displaced individuals.

Human and Property Losses

Authorities reported significant damage caused by the conflict:

  • 217 deaths officially recorded (based on compensation data)
  • 7,894 houses completely destroyed
  • 2,646 houses partially damaged

These figures underline the extensive humanitarian and infrastructure impact of the unrest.

Background of the Conflict

The crisis began on May 3, 2023, following tensions during a “Tribal Solidarity March” in hill districts. The unrest involved:

  • The Meitei community, largely based in the Imphal Valley
  • Tribal groups such as the Naga community and Kuki community, primarily residing in hill districts

The violence led to widespread displacement, destruction, and prolonged instability across the state.

Rehabilitation and Government Response

Chief Minister Yumnam Khemchand Singh has reiterated that rehabilitation remains a top priority. Measures include:

  • Construction of permanent housing
  • Compensation for damaged property and lost assets
  • Restoration of partially damaged homes

For the 2026–27 financial year, the state has earmarked Rs 734 crore to accelerate rehabilitation and resettlement efforts.

Current Situation

While some families have started returning to their homes as conditions improve in certain areas, thousands still remain in relief camps. The newly approved central funds are expected to:

  • Improve living conditions in camps
  • Speed up resettlement
  • Support long-term recovery and stability

The situation remains sensitive, but these financial measures mark a significant step toward rebuilding lives affected by the prolonged conflict.
